Vietnam closed its inbound tourism and stopped grating visas for foreign tourists in March 2020. It partially reopened to tourists under a vaccine passport program last November and has received over 10,000 arrivals since. UPDATE: As of March 17, 2022, Vietnam just amended the dispatch and added a $10,000 medical insurance or travel insurance requirement that covers coronavirus treatment. We have summarized the entry requirements as follows:
UPDATE [5/13/2022]: Effective May 15,2022, the Prime Minister issued a suspension of SARS-CoV-2 test requirement for persons entering Vietnam, as per the Official Telegram No. 416/CD-TTg. Note that a $10,000 medical insurance or travel insurance requirement that covers coronavirus treatment is still required for all foreign entrants.
SAFETY REQUIREMENTS OPENING TOURISM ACTIVITIES IN NEW NORMAL CONDITIONS
1 . For international travel activities
1.1.1 . Visa policy:
Comply with Resolution No. 32/NQ-CP of the Government dated March 15, 2022 on visa exemption for citizens of the following countries: Germany, France, Italy, Spain, United Kingdom and Northern Ireland, Russia, Japan, South Korea,Denmark, Sweden, Norway, Finland and Belarus; Official Dispatch No. 1606/VPCP–QHQT of the Office of the Government dated March 15, 2022 on the restoration of Vietnam’s immigration policy and related regulations.
1.2.2 . Requirements for international tourists to Vietnam
a ) For passengers entering via air: Must have negative test results for SARS-CoV-2 (except for children under 2 years old) before departure within 72 hours if using RT-PCR method /RT-LAMP or within 24 hours if the rapid antigen test method for SARS -CoV-2 virus is used and certified by the competent authority of the country performing the test.
b ) For passengers entering by road, rail or sea: There must be the same test as required at point a above. In case there is no negative test result for SARS-CoV-2 as specified at point a, test for SARS-CoV-2 at the border gate before entry (by RT-PCR/RT- LAMP method). or rapid antigen test for SARS-CoV-2 virus) . If the test results are negative, they will be allowed to enter and participate in tourism activities, if the test results are positive, follow the instructions of the health authorities.
c ) Children under 2 years old who are not required to be tested for SARS-CoV-2, have not been vaccinated against COVID-19 or have never been infected with SARS-CoV-2 are allowed to enter and participate in activities outside of places of residence. living with parents, relatives.
d ) Tourists must make a medical declaration before entry and use the medical declaration application (PC-COVID), take measures to prevent and control the epidemic as prescribed during their stay in Vietnam.
dd) At the border gate, if tourists have symptoms of SARS-CoV-2 infection (fever; cough; sore throat; runny nose, stuffy nose; body aches, fatigue, chills; decrease or loss of taste; decrease in taste). or loss of sense of smell; pain, headache; diarrhea; difficulty breathing; respiratory infection…) then immediately notify the health agency at the border gate to take medical measures as prescribed.
e ) Travelers must have medical insurance or travel insurance that covers COVID-19 treatment with a minimum liability of USD 10,000.
g ) During 10 days from the date of entry, tourists self-monitor their health, if there are symptoms of SARS-CoV-2 infection (fever; cough; sore throat; runny nose, stuffy nose; pain;) body, fatigue, chills; decrease or loss of taste; decrease or loss of sense of smell; pain, headache; diarrhea; difficulty breathing; respiratory infection…) must immediately notify the medical facility where nearest to timely guidance and management; take preventive measures: regularly wear a mask, disinfect hands with an antiseptic solution.
h ) Tourists must ensure the conditions on exit and entry according to Vietnam’s immigration laws and other relevant regulations when traveling in Vietnam.
1.3.3 . Requirements for outbound tourists:
Comply with regulations on immigration, health and related regulations of Vietnam and other countries and territories for sightseeing.

Re: Covid-19 epidemic prevention for subjects that are allowed to enter
Currently, the number of new infection cases of the SARS-CoV-2 virus per day in our country is still at a high level, the Omicron variant has been recorded in the community. However, the rate of citizen being vaccinated against COVID-19 has reached a high level in the whole country (one of the countries with the highest rate of COVID-19 vaccination in the world), the number of severe cases and deaths from COVID-19 is still under control. Continuing to implement the policy of “safely adapting, flexibly and effectively controlling the COVID-19 epidemic”, the Ministry of Health (the standing agency of the National Steering Committee for COVID-19 Prevention and Control) guides implement measures to prevent and control the COVID-19 epidemic for subjects entering Vietnam as follows:
1. Requirements on epidemic prevention and control for subjects that are allowed to enter:
1.1. Testing:
a) For subjects entering by air: must have negative test results for SARS-CoV-2 (except for children under 2 years old) before departure within 72 hours if using RT-PCR method /RT-LAMP or within 24 hours if using the rapid antigen test method for SARS-CoV-2 virus and certified by the competent authority of the country performing the test.
b) For subjects entering by other routes (road, waterway, railway):
There shall be the same test as for the requirement in point a). In case there is no negative test result for SARS-CoV-2 as specified at point a) above, a test for SARS-CoV-2 must be performed within the first 24 hours (by RT-method). PCR/RT-LAMP or rapid antigen test for SARS-CoV-2 virus) since entry. If the test results are negative, they are allowed to leave the accommodation and take preventive measures against the epidemic according to regulations. If the test result is positive, it must be reported immediately to the local health authority for instructions on timely handling.
c) Children under 2 years old who are not required to be tested for SARS-CoV-2, have not been vaccinated against COVID-19 or have never been infected with SARS-CoV-2 are allowed to enter and participate in activities outside the place of residence with parents, relatives.
1.2. Medical declaration and medical quarantine at the border gate
– Subjects that are allowed to enter must make a medical declaration before entering and use the medical declaration application (PC-COVID) during their stay in Vietnam according to regulations.
– At the border gate if subjects have symptoms of SARS-CoV-2 infection (fever; cough; sore throat; runny nose, stuffy nose; body aches, fatigue, chills; decrease or loss of taste; decrease or loss of smell; pain, headache; diarrhea; difficulty breathing; respiratory infection…) should immediately report to the health agency at the border gate for medical measures as prescribed.
1.3. Health monitoring and application of COVID-19 prevention measures
– Within 10 days from the date of entry: self-monitor your health, if you have symptoms of SARS-CoV-2 infection (fever, cough, sore throat, runny nose, stuffy nose, body aches, fatigue, chills; decrease or loss of taste; decrease or loss of sense of smell; pain, headache; diarrhea, difficulty breathing; respiratory infections…) must immediately notify the nearest medical facility for directions, timely lead, and management; take preventive measures: regularly wear a mask, disinfect hands with an antiseptic solution.
– For those who have not tested negative for SARS-CoV-2 before leaving the country: During the process of moving from the entry border to the place of residence, limit stopping and parking along the road, avoiding close contact with people around.
2. This Official Dispatch replaces Official Letter No. 10688/BYT-MT dated December 16, 202,1 of the Ministry of Health on the prevention and control of COVID-19 epidemic for subject that is allowed to enter; Official Dispatch 10943/BYT-MT dated December 24, 2021 of the Ministry of Health on providing medical guidance on the prevention and control of COVID-19 for subjects who are allowed to enter Vietnam for short-term work (under 14 days); Decision 2553/QĐ-BYT dated June 18, 2020 of the Ministry of Health “promulgating temporary guidance on medical quarantine to prevent COVID-19 infection for vehicles and drivers transporting goods at border gates by road, railway, waterway and air”; Official Letter No. 429/BYT-MT dated January 26, 2022 on epidemic prevention and control for flight crews on international flights.
The Ministry of Health (the standing agency of the National Steering Committee for COVID-19 Prevention and Control) requests the People’s Committees of provinces, ministries ,and branches to direct units under their management to organize implementation implemented to reduce the risk of infection for companions and the community.
