Touro has been the first and only United States law school to sponsor a summer abroad law program in Vietnam.
The Vietnam summer law program (2017), now in its fifth year, is approved by the ABA. The program is based in Ho Chi Minh City, formerly known as Saigon. Ho Chi Minh City, a vibrant French-built Asian city, is the commercial center of the country. Students are housed in a modern hotel in the Pham Ngu Lao district. Classes will also be held in the hotel during the morning, and the afternoons will be free for students to study and explore Vietnam’s largest and most exciting city. All the courses offered in the program relate to Vietnam in some fashion.

What You Will Study This Summer in Vietnam
Session One: May 23 – June 7
International Human Rights Law
Professor Klein (3 credits)
The emphasis of this course will be on the political, economic and civil rights provided by instruments such as the International Bill of Human Rights. Worldwide focus has historically been on the failures of China and Israel to comply with human rights mandates; the course will focus on both of those countries.China’s proximity to, and impact on Vietnam requires an examination of the political andeconomic challenges confronting China. Therelationship between civil liberties and religiousbeliefs in Muslim countries, as well as Israel willbe examined. Vietnam itself presents a uniqueset of human rights concerns, and the impact ofglobalization and multi-national corporationson working conditions in developing countrieswill be analyzed.
Session Two: June 10 – June 25
Comparative Criminal Justice
Professor Derby (3 credits)
Despite the vast differences in cultures and history, countries confront fundamentally similar situations and challenges in setting the boundaries of harmful conduct and societal condemnation. We will examine the major procedural differences between common law and civil law systems including the roles of law enforcement, judges and juries, the conception of state power and individual rights, and evidentiary rules. Specific substantive topics will include consensual harm, prostitution and sex trafficking, the war on drugs, euthanasia,and hate crimes. In learning these varying approaches, students will improve their abilities to critically analyze doctrinal law and to recognize important differences in policy, and procedure as they concern criminal justice.

Note: Because fall grades are not submitted until January, and students must be in good academic standing in order to study abroad, we begin accepting applications on January 1, 2017.
There are two methods of applying to Touro Law Center’s study abroad programs:(1) Complete the online application form and fulfill all of the Application Requirements (see below). Once you transmit the completed application form, you will receive a confirmation notice on the screen. If you include your e-mail address as requested in the application form, you will receive a copy of the completed application in your e-mail inbox.
(2) Download and print PDF file of the application, and mail, scan or fax the completed form, along with the Application Requirements (see below for requirements and contact information).

Admission & Credit
Admission is open to any law student in good academic standing at his or her law school who has completed the first year of full-time or part-time study. Admission is also open to attorneys on a space-available basis to audit classes or to take classes for continuing legal education credit. In the Summer 2016 program, 22 U.S. law students participated. There is a $200 non-refundable application fee due by the 3/23/17 application deadline.
Tuition & Fees
The full-program tuition is $6,300 and includes: up to 6 credits, double-occupancy housing at the hotel and breakfast every day. All students have the opportunity to participate in an optional five-day trip to Cambodia for an additional $1,100. (The cost to attend only one session is $3,150.) The program can facilitate additional tours at the expense of the student.
